Policy Manual Version 1.3.0

Policy Manual Version remains the same as the last update on 6/30/2025 with 1.3.0 version of the Behavioral Health Services Act County Policy Manual, containing the contents reviewed as Modules 1, 2, and 3. This update enables county/city behavioral health partners and the public to access, search, and download the finalized BHSA Policy Manual contents.

As more content is reviewed and finalized, additional content will be added and updated. You may notice gaps in section numbering—this is intentional and reflects content still under review.

Supporting Documentation

In support of the Integrated Plan (IP), the IP supporting documents have been added to the Download Resources page of the policy manual.

Update: On 7/9/2025, updated version of the Integrated Plan Template, County Population-Level Behavioral Health Measure Workbook, and added the BHSA County Policy Manual (Version 1.3.0).

Accessibility improvements made to the following areas (No updates since 6/30/2025 release):

Images can be closed by pressing the close button with the keyboard or by pressing the ESC key
Text is included in an ARIA Landmark
Frame and iFrame have an accessible name
Button for navigation toggle in the landing page has a text alternative
An image file in the help center has appropriate text alternative
Homepage banner color contrast
